The Elizabeth Morgan Bill - from April 1995

There is one unmistakable lesson in American history: A community that allows a large number of young men to grow up in broken families, dominated by women, never acquiring any stable relationship to male authority, never acquiring any set of rational expectations about the future -- that community asks for and gets chaos... And it is richly deserved. -- Daniel P. Moynihan, "Family and Nation" [1965]

The infamous saga of Eric Foretich and Elizabeth Morgan is not over. Representative Tom Davis (R-VA) announced he is introducing legislation that will relieve Elizabeth Morgan of all outstanding court orders and allow her to return to the United States without legal recriminations.

Morgan accused the father of sexually abusing their daughter. He was tried six times and found not guilty every time. There was never any physical evidence of sexual abuse until the mother shoved crayons and spoons in their daughter's vagina and took pictures of them, which she stated was "to show the court what the father did to their daughter." Charges were never pressed against Elizabeth Morgan for this heinous act, even though it violated child sex abuse laws and child pornography laws.

There has already been one Congressional Bill enacted to get Elizabeth Morgan released from jail, after she refused to disclose the whereabouts of their child, in opposition to a court order. Elizabeth Morgan is also a conspirator in the abduction and concealment of their child in violation of the Uniform Child Custody Jurisdiction Act and the Parental Kidnapping Prevention Act, and is currently living in New Zealand where she secreted the child.

However, the real issue is not the particulars of this case, rather it is if we should have another Act of Congress to allow exoneration of someone who has no respect for the laws of the land or the orders of the courts? Undoubtedly, there is a great deal of pressure on Congressman Davis to introduce this legislation. His predecessor, Leslie Byrne (D-VA) had a full time staff person who worked on nothing else but getting Elizabeth Morgan back into the United States. For such a questionable bill to cross the aisle in this manner is highly irregular and suggests extremely powerful influences in their district.

The message that every member of Congress who votes in favor of this bill will send to the public is that women's ownership of children is sacrosanct and that mothers do not need to obey the laws of the land or the orders of the courts. The people already know that if fathers disobey a court order, such as child support, they may get jail, lose their driver's license, lose their occupational license, have their assets seized and have their children taken away from them. But, will they remember that Elizabeth Morgan, who is a proven child molester, and has violated almost every court order, was offered an Act of Congress? I think so.

There are no laws prohibiting Elizabeth Morgan or Hillary Foretich from returning to this country. Any suggestion that this bill is "necessary to help the little girl get back in the United States" is a gross misrepresentation of the truth and is merely designed to prey on people's natural instincts to help children. Further, is Congressman Davis going to offer to vacate all orders and award sole-custody to all of the parents who have abducted their children to foreign countries, so we can help all the little children get back to the United States? No. The truth is that this bill is strictly for Elizabeth Morgan who wants to be back in the United States where she does not have to obey the laws of the land or the orders of the court. The reason? The courts in New Zealand just stripped her of custody for failing to comply with their court orders, too.

We cannot turn our backs on the Constitution and grant special privilege to individuals who have money and influential families. Shame on you Congressman Davis for even thinking of doing so. And shame on any Congressman who, by voting for this bill, dishonor all Americans who obey the laws of the land and the orders of the courts.
