Contract with America cites importance of fathers

The value of "absent" fathers goes beyond their compliance with child support orders, say Republican leaders in the House of Representatives. In the "Personal Responsibility Act" portion of their self-imposed Contract with America, Republicans are suggesting that many social problems would be relieved if more fathers lived with their children.

The Personal Responsibility Act of 1995 is the designated tittle of HR4, a bill now before the House Ways and Means Committee. The overall goal of HR4 is "to restore the American family, reduce illegitimacy, control welfare spending and reduce welfare dependence." Readers will be pleased Republican leaders recognize that reducing welfare spending and dependence is directly related to improving the welfare of the family.

Echoing a national trend, fathers are given special recognition in the Personal Responsibility Act for the crucial role they play in the welfare of children and the family. Title 1, for instance, which is concerned with reducing Illegitimacy, makes it clear in sec. 100 that the goal is to favor marriage and involve fathers with their children.
