Fathers & Mothers without custody National Divorce Reform & Debate is approved

Special memorandum -- The newly activated U.S. Commission on Child & Family Welfare, of which I am one of 15 members, created in response to the federal criminalization of non-payment of child support in interstate cases, PL 102-521 signed into law by President Bush on October 25, 1992, VOTED UNANIMOUSLY BY CONSENSUS, to approve an examination and review into the topic of Custody & Visitation.

For the past 20 years, fathers activists have pushed for divorce reform at all levels of government. The debate on reform proposals is now here. Everyone who has an interest in divorce reform -- from all perspectives -- needs to become active in the work of the Commission. The Commission further adopted ten topics for related areas of study. Custody & Visitation was one of four areas under the Congressional law assigned to the Commission.

This prioritization and limitation of topics was necessary because of the limited funding of $250,000 of the $2 million so far approved. The Commission is fully committed to working on all areas assigned, but can only do so with full funding. A delegation of two people, one from Newt Gingrich's home district in Georgia, met with Speaker Newt Gingrich on Friday, January 13th. Upon a brief presentation of the debate from a broad social and non-custodial basis, Speaker Gingrich gave his full support to full funding of the commission. Thank You letters are immediately needed to Speaker Gingrich.
